Custom/Random License Plates

- Able to either customize (single or multiple plates per track) or just randomize the plate.fsh for any race

- 2 different versions: V1 only randomizes on track switch and V2 randomizes after every race

- If there are no plate.fsh modes installed, the game just uses the original one

Installation: Put everything inside "NFS Hiiigh Stakes" into the NFS High Stakes game folder

Usage: Have a look at the folder called "Example file structure"
