Vinyl installation:

Extract vinyl package wherever you want
Run NFSTexEd (any versions) and open Vinyls.bin of targeted car
Replace whatever vinyls you want (both main file and the mask), lemme give you an example.
a. For preset colour vinyl :
- CONTEST01
- CONTEST01_MASK
b. For paintable vinyl :
- BODY04
- BODY04_MASK
Save, open your game and enjoy it.

Photoshop CS6
Blender/Zmodeler
NFSTexEd

  I highly doubt it is. The debug maps are different and therefore it will cause the vinyl to fit horribly.

  I tried to change the color of the material in the file _MISC from textures with photoshop cs6, but I was unsuccessful as I couldn't find the silver stripes, they probably aren't there. Could you tell me where you found the stripes to change the color?

  Nah, those stripes are not attached to misc texture, the modder put global textures named metal swatch/solidgrey as its material texture
  So, you have to change it manually by editing its material
