Maybe once UG2 comes out, a giveaway would rise more interest.
Nice to see things happining anyway.
Maybe getting people to submit screenshots and having a vote for the best ones would be a good idea for a contest. It's easy to set up too.
I'm bad at contest ideas, though :( The best I can think of is to have a screenshot contest, where you or someone gives some criteria for a screenshot, and then people have to try get the best screen that fits the criteria (e.g. chase scene). Like shaken's idea, but make it more challenging than just submitting any shot.
eg. A sig makimg contest, a caption contest, a vinyl contest, design a car.
You could try any of those.

Even though NFS:Undergroud is a little old, its still an awesome game (at least it looks like it is). I work in a retail store, and looking at the back of Underground and Underground 2, I'd say underground has the better graphics of the two (though that's PS2 versions, not PC versions)
Perhaps hold a race in a game to see who can win a mini-series of 4 or 5 races?
