You just need to find 'pursuit level' in Vlted, select the Heat level you want to modify, and you should see a section called 'Cops'—it determines what police cars spawn at each Heat level. If you want to modify Heat 3, just change 'copgto' under the coptype field to blank, or replace it with the xname of another police car. The 'count' and 'chance' values below determine the spawn quantity and probability of that police car

If you also have Bartender installed, then you don't need to modify Vlted—just open Bartender's Cartables.ini file and follow the instructions there to modify or add the xname of the police car you want
