Actually, the zip contains three of the 'traffic' cops that pursue you in HP mode: the white police cruiser, the hatchback and the Caprice. They're converted into cars that you can drive yourself now.
Ironically, the pictured SUV is not available. ;)

There's three separate pursuitcars in the Zip: 3 separate VIVs.
