  It would be very boring if we tried to make only skins that match actual models driven by each Police Force - all we`d have would be N.American Crown Vics and European M5s...

  No European police forces use M5s, so I don't have a clue where you got that idea from. Do you really think it would be economically viable for any police force to use a ?60,000+ car for police work? Of course not.
