  Yes, it is a concept. Bugatti Makes this car, it has something like a 1,001 horsepower 8 Liter V-16 midmounted engine and is good for an insanely fast top speed of 406 kph which will never be reached on street or track. You cant really tell with the guys accent on msn autos but i think he said something about production beginning in 2004. He also says it has 4 wheel drive.
