    What do you mean by "never finished"? Is this Rocky Pass 2008?

    Yes... It´s "RockyPass2008" by Vlad Archer... But what he released some years ago was more or less just a beta version of what to come in the next update. You can see some nice pictures of a much more advanced version by Vlad from 2012/13 on NFSCars:
