You can't put user made cars into MFS:MW yet... this screenshot is from an 'official' race in the game, the Challenge where you have to race a cement truck and evade the police with 100.000 bounty.
I'm not kidding: from Challenge no. 40 on, you get to drive several races with traffic and police vehicles. ;)
