I recommend using this mod with my Improved Pursuit and Realistic Fines mod for the best experience.

This mod makes in-race cops just as difficult as they are in pursuits. You'll encounter all the usual stuff,

spikes, roadblocks, helicopters, tons of cops, and getting arrested. When you get arrested, you won't

get fined or any impound strikes, just an extra arrest added to your rap sheet.

To install, just extract to your game directory. Make sure you have modloader installed.
