Install:
1. Extract NEON folder into game directory/CARS
2. Run NFS-CfgInstaller.exe, find path to game directory and choose bmwm3e36_install.u1car
3. With NFS TexEd, open FrontB.lzc, find textures ID 365 and 338, and replace with CARSELECT_MANUFACTURER_DODGE.dds and SECONDARYLOGO_NEON.dds respectively. Save
4. Run the game and choose Dodge Neon. BMW M3 E36 will be visible instead of Dodge Neon.
