I have to admit I know nothing about that. Could you explain to me what is it?
Does it have to do with messing with the Tracks' folder of the game?
I'm not sure if I can link other modding websites so I won't. But you should google "X360 stuff pack" and you'll find it. That's the base mod to work on that among other things, will load unpacked textures from a folder that it'll create called NextGenGraphics. You just have to make a folder inside "NextGenGraphics/texture packs/yourpackname" with the textures to be loaded from.
There is already a world texture overhaul using this method called HRT. But the more there are, the merrier.
