  wow i cant believe im replying to joe kick ass
  one year later but... you first well... create one...(don't ask me how the **** to do that) then you should be able to upload it from the side menu.. just click on a game and when the sub catagories come up, it will say upload a file and underneath it will say car and tool/util...just click on car*.
