You shouldn't really need to set the ratio since it should be correct from the beginning. Just don't mess with it by resizing unproportionally.

Anyway, yes, this shot's AR seems to be correct - 4:3, (old) standard.

I saw on nfscars guy have ideas of converting dlc nfshp2010 cars to nfs3 and nfs4, that could crash the game of too many polies

It's one of the city tracks nfsfan83 made (not sure which though). It can be found in NFSCars.
