Adding more AI Cops and AI Racers by customized a race

Okay I would like to know if I can add more AI Cops and AI Racers to the tracks in the game.
I'm very interested in learning how to customized a race and add more cops and racers
just making it more fun  please show me how to do it.

Hey, is there any possibility you share the solution also in this thread? I want to add more cops to make the game a little bit more challenging but I can't find the solution I'm looking for. Also, is there a possible way to add customized buildings to the game? I want to add a model of my property in Cannes to add a little roleplaying to my save but I don't know if it is even possible.
