NFS6 conversion help

I'm trying to teach myself how to convert cars from NFS4 to NFS6, using this tutorial http://www.nfsunlimited.net/hotpursuit2/tutorials/nfs4tonfs6/

I've got through the first 3 steps then when it says "then use FSHtool to repack the Skin00" I drag the Skin00 file into FSHTool, but it says "Unsuccessful termination.  See README for details"  I couldn't find anything in the readme about it, so now I'm stuck.  Any help, thanks in advance
