How can I make camera angles in NFS HS Look like this?

Well, you can't get that exact angle... but close, I think.
You'll need the car camera editor, you can download it at http://hsscoring.com/download/TrackEditing/NFS4CameraEditor.zip

There used to be a tutorial for using the camera editor, but I can't find it at the moment. I'll dig it out of my backups later today when I have more time.

FerrariMan has got the tutorial I was referring to. You just have to play with some of the values to get those shots.

That exact moment (at 2:09) is at Redrock Ridge Enhanced, and the author of that track indeed created several custom replay angles for it.
In this particular case he might have copied the values for this angle from stock Atlantica, because if I remember well, there was a replay moment just like it in the tunnel just before the spillway section.

I don't know if it's as easy as I make it sound here, but studying the values trough the camera editor may give you the answer.

edit: I forgot to look at the attachment in your first post, that close-up of the wheel was -again, if I remember correctly- actually an angle that was included in the official NFS HS replay angles, but was never applied to any of the stock tracks.
Nappe1 discovered this when putting together the replay editor, he used it in Green Valley Peaks and in the custom Replay for Vertigo Ridge. Many of the 'Version 3' tracks in the latest version of the NFS HS Expansion Pack use this effect as well, again studying these tracks will probably tell you how to achieve it yourself.

I just read FerrariMan's comment. When I said car replay camera, I messed up - I just mean camera editor. The replay cameras are associated with each track, rather than each car. It's in a file called Tr.cam.

If you don't specify a camera for a certain part of the track, it just cycles through the default ones, which may include the special angle you're talking about. If I remember right, for most of the tracks that needed new replay cameras, I simply deleted all the cameras (except for one because the file must define at least one camera) and let HS pick them for me.

I think for the stock tracks, they have a camera specified for all parts of the track, so you never see that special angle. I could be wrong though, it's been a while since I've done this.
