Through a little texture dit.
I think you can open up the tire textures for the cars with a vinyl program, and then there'll be a gray rectangle with tread. Then you draw a white line vertically and put it back in game.

@SAURABH: I don't think the tires have a stripe at all. it's just the rims. i mean look at any car... there is the "stripe" that goes inside the tire where the rims fit. right?
