How do i use Need for Speed High Stakes Cheats for PC???

Ive already down loaded the cheats zip file and it doesnt work... now what???

1) Unzip the 'config.dat' file into the following folder in your
   NFSHS Dir: \SaveData\
   Eg. C:\Electronic Arts\Need For Speed High Stakes\SaveData\

Now you can enter the cheats into the game.

    1st Upgrade (Career)
    In the main menu, for career mode, type in UP1 to get 1st upgrade.

    2nd Upgrade (Career)
    In the main menu, for career mode, type in UP2 to get 2nd upgrade.

    3rd Upgrade (Career)
    In the main menu, for career mode, type in UP3 to get 3rd upgrade.

    All Tracks
    In the main menu, type in TRACKS to get all tracks.

    Another Bonus Hot Pursuit Car (Hot Pursuit)
    In the main menu, for hot pursuit mode, type in ECOP to get bonus hot pursuit car.

    Bonus Car 1
    In the main menu, type in ACAR to get a bonus car.

    Bonus Car 2
    In the main menu, type in BCAR to get a bonus car.

    Horn Causes Others to Crash
    In the main menu, type in OUTMYWAY to make other people crash the second you toot the horn.

    Horn Causes Others to Restart
    In the main menu, type in ORESETYA to make other people reset the second you toot the horn.

    Low Gravity (Arcade)
    In the main menu, for arcade mode, type in MOON to get low gravity.

    No Upgrade (Career)
    In the main menu, for career mode, type in UPO to get no upgrade.

    Open All Tiers
    In the main menu, type in ALLTIERS to get all tiers.

    Super-Human Opponents
    In the main menu, for arcade mode, type in MADLAND to get super human opponents.

    Upgrade Automatic Transmission (Arcade)
    In the main menu, for arcade mode, type in MONKEY to upgrade automatic transmission.

    Upgrade Engine (Arcade)
    In the main menu, for arcade mode, type in GOFAST to upgrade engine.

Or... You could complete the Career Mode. Beating all 10 Tiers unlocks the cheat list as well as the possibility to use cheats.

Yeah, I know, it sucks, it takes a hell of a long time, and it can be frustrating, especially if you lose your headlights in night rainy races or finish 8 lap races on grossly worn dampers due to all the jumping around in some tracks, but there's a legit way of doing it.
