Well, I think it was Rockstar's target to make the game look familiar to people that have played GTA, yet make it look great on the next gen consoles and to make it appealing to new GTA fans.

Los Santos, San Fierro and Las Venturas are the 3 cities in GTA San Andreas. You should be able to tell which real-life cities they're based on

Las Venturas = Las Vegas
Pier 69 = Pier 39 @ Embarcardaero (Is that how you spell?)
