You have a similar issue to what I get working with hella high poly models, Where the headlights don't glow right from a distance..They look fine from certain angles BUT close up they seem to turn off.
Your issue might be easily fixed by using CarCad to move the vertices a bit out of the way of the headlights so the parts don't penetrate. Mine however is more complicated.![]()
Actually quite a few authors follow my trick of making grills,head,side,signal,and tail lights part of the :OC to make mods to the body easy and they don't have this light visibility problem. It has to be some visibility thing not triggering on certain models for whatever reason. Likely it's the same thing causing his Penetration and the same that causes the annoying disappearance of parts on the front and back when viewing replays.
Well... at least there should be. Otherwise things can go terribly wrong as you can see 


The main thing irked him was NO GAI or DPS Patrols EVER had Militia (or now days Police) on the hood, The lightbar using gumball lights was still used in that time but it was so dated too, so I found a better one on a Ambulance on SketchFab..Other changes all described in the pics.
