Im sure some others have suggestions for how to get the IPLounge for this setup to work. In short, due to the lack of registry entries, the IP Lounge installer Expansion Pack does not work for this setup. A potential work around is to install NFS HS on my XP VM and then exporting the registries into my windows 10 system, so that the expansion pack will install correctly on windows 10. The official NFS IV installer does not work with any of the generic compatibility options. My other potential option is to create an application compatibility config setup for the installer. But for now.....

how I got NFS IV High Stakes to work on windows 10

Copy DATA and SAVEDATA directories from the NFS4 CD to Need For Speed IV High Stakes

copy the nfs4_modern_patch files to Need For Speed IV High Stakes and over write.

install of High Stakes IP Lounge installer Expansion Pack Installer file called NFS_HS_EP_Setup_V4.0_(1.78).exe
say yes to many errors then the choose options will come up.
for the IP Lounge EP installer, add:
mercury / 1mbyte error patch
enable movies
some of the options maybe overkill, the installer will also run into issues because NFS HS was not officially installed, so the installer will fail install, due to many missing registry keys including the nfshs.exe that is installed, but the options work, the cars work
say yes to any other installer errors and yes to install anything else the installer suggest to add

manually copy the IP Lounge installer Expansion Pack installed files from C:\Program Files (x86)\Electronic Arts\Need for Speed to the Need For Speed IV High Stakes and over write.

to fix NFS HS Mixer
copy all NFS HS Mixer files to Need For Speed IV High Stakes folder
and adjust shortcut target to D:\Games\Need For Speed IV High Stakes\Mixer.exe

copy over previously saved game if you played NFS HS before
copy the files below to Need For Speed IV High Stakes\SaveData
config.dat
records.dat
ghost.gst
replay.rp4
and
saves folder to Need For Speed IV High Stakes\SaveData

run totalpatch 3.0 to unlock Ferrari and Mercedes for hot pursuit mode

When need to launch the game next time, launch the modern patch nfs4.exe file, not the ip lounge updated nfshs.exe

set the "Options"/"Graphics" to 1600 x 1200
do not enable triple buffer under "Options"/"Graphics"/"Advanced settings"., otherwise the game may end up crashing with an AMF=5 screen.c(563) error.
to fix this, youll need to delete the file SaveData\config.dat, run and reconfigure the game.

NOTE:
the IPLounge client does not work in this setup, but you get the HS Mixer, and the extra cars, track changer, plus the HOSS updated menu system in the game.

update:

looks like the file player1.spc in Need For Speed III Hot Pursuit\fedata\stats\carspecs

controls your car tuning

when I put on race tires to 100%, i get no smoke, if your tires are anything less than 100% for racing tires, they generate smoke. very interesting.

want smoke from your tires, set them to a max of 60% racing setup on your car tuning.

This is now resolved.

something controls the tire smoke, or was corrupt in the file Need For Speed III Hot Pursuit\fedata\stats\carspecs\player1.spc

when I rebuild a computer and reinstall my NFS III player files, I restore the following.
config.dat from fedata\config
player1.spc from fedata\stats\carspecs
records.dat from fedata\stats
replays from FeData\save

In short, I did a restore of each file separately from the CD and separately tested each file that was replaced until I got the smoke back.

Not sure what the file player1.spc does, but once replace using an original file from the cd, all cars now make smoke from the tires.

Hope this helps others with tire smoke problems if they have this unique problem.

This is a weird one which has bugged me over the years but it finally showed its true face to me.

I cannot get the tires to smoke at the start of the race or any other time for the following cars. I tested multiple tracks, different car class, does not matter if ea on-add or original from box, and different tuning settings did not matter.

Im on windows 10 - 64bit. My NFS III current setup is straight from an original CD with in-game graphics settings to the max the game originally allows, with nfs3_modern_patch v1.6.1, using nglide 2.10 (all default settings) and ea add-on cars from the old EA FTP site.

My previous builds using a windows XP pro with NFS III gave me similar results (failed to produce smoke), but I did not figure out what was the root of the problem until tonight (or at least the way it appears)

Do others get tire smoke from the cars I listed above that do not produce smoke for me?

My way of setting up NSF SE windows version in a windows computer for 2020

I have updated it for my windows 10 host setup.

install VMware workstation version 10.0.0 build 1295980 onto windows 10
create an windows XP pro 32-bit with SP2
choose typical
set OS install to I will install later
choose guest OS windows XP pro 32-bit with SP2
store as single virtual disk
20GB HD
customize hardware
RAM 2.0GB
1 CPU
assign a CD/DVD letter
NIC using NAT
Usb enabled and use USB 2.0 for compatibility and show all USB input devices
sound auto detect
remove printer
display auto detect and for 3D graphics check “Accelerate 3D graphics

make sure windows installer CD is in tray
power on VM
install windows XP pro 32-bit with SP2
help protect my PC - not right now

Install Vmware Tools via the VM tab of VMware workstation

add share to host to install files via VMware VM tab > settings > options > shared folders > always enable and map as network drive then add the share

install MS .net framework 1.1 from dotnetfix
install microsoft application compatibility toolkit 4-1

install the ms app compat NFS SE databases for installation and running the game
to do this quickly with premade database click file open and choose nfs se cd installer from my directory XP vmware setup for windows 10 to install
nfs se cd installer will now show up in custom databases
right click on Need for Speed SE CD Installer under custom databases and select install
you should get that it was successfully installed
repeat this operation for also the premade nfs se loader from from my directory XP vmware setup for windows 10 to install
right click on Need for Speed SE under custom databases and select install
you should get that it was successfully installed
there should now be 2 installed databases under the +installed databases

I saved locally to How to get Need For Speed Special Edition working perfectly in Windows XP_php

enable the wheel via VMware VM removable tab and connect g25 from host to guest
be sure G25 is physically connected to the 2.0 usb ports on pc
if you dont see the wheel in the VMware VM removable tab nor the Win XP game controllers, then physically unplug the USB wheel and replug in. both HOST OS and Guest OS should see it now.
Guest OS should see a logiteh driving force USB

eject via VM explorer the VMware Tools and mount your host CD player with NFS SE cd
choose instalw from the CD
directx already installed
choose install
select auto detect sound
test sound
test video
choose custom install and add all types
total to install should now be 135megs
install
you can calibrate the g25 wheel, but we need to assign buttons first, so we need the logitech profiler for that
exit the game

run jcu.exe from the NFS SE installed location
hit enter until you see a list of game devices
choose generic forcefeed back wheel
hit enter a bunch of times till it exits

install logitech profiler version win XP lgs440enu
launch logitech profiler
import profile the XP Need for Speed SE.wgp wheel profile
browse to the c:\NFSSE and choose nfs
test buttons on wheel - I assigned paddles to A and Z for shift up and down, plus front buttons to horn and camera view change

if not already, enable the vm removable and connect g25 from host to guest
if you dont see the wheel in the VMware VM removable tab nor the Win XP game controllers, then physically unplug the USB wheel and replug in. both HOST OS and Guest OS should see it now.
Guest OS should see a logiteh driving force USB

create logitech profiler shortcut to desktop
change the icon of the logictech profiler to NFS SE
rename shortcut to NFS SE

set video in XP to 1920 x 1080
choose full screen mode in VMware view
choose exclusive mode in VMware view
some times the VMware or the game will kick back to smaller resolution, to fix, redo full screen and exclusive mode

run dxdiag in XP and disable sound acceleration on the sound tab, this stops sound shuddering and allows game to run at normal speed without being cliped.

make sure NSE SE CD is in tray and mounted for VMware to the guest OS
Launch NFS SE from within logitech profiler
watch intro and smile with delight

set wheel buttons and controls in game via options
controller setup
set steering to joystick
set acceleration to joystick
set shifting to keyboard AZ
set horn to keyboard H
not worried about the rest but keyboard

if have saved game and video from previous NFS SE playing
copy config.dat file to NFSSE\gamedata\config
copy replays to gamedata\replay
for rebuild, copy the windows xp vdi and vmdk to a new pc and install the VMware workstation

i didnt need to do this
install NFS SE (needed to copy installer local to virtual machine first?)
use 800 x 600 for screen resolution 16bit colors. using the list mode in advance to change resolution seems to want to always go higher in resolution and mess up the game when rebooting
