It works, but with some issues still. Basically, there are some things to consider:
1) VR data should be shorter than non-openable track (i.e. if track have, say, 200 blocks, it's better to replace VR data with something that is supposed to be lesser, like 64 blocks for example).
2) Some adjustments do not work, like automated adjustments for VR data, if, say, you want to adapt it for the track that was previously not opening, as T3ED will crash while attempting to do so,
3) Export/Import VR data doesn't seem to help with opening original troubled track (for example, I tried to rebuild VR data for Mediterraneo and replace the one that was provided as is, still it doesn't open).

So I think it's safe to say that with this workaround you can edit visual part, but not the VR part.

And then, I wonder if it is somehow possible to generate VR data based on polygons data (like passable-non-passable flags?) instead of loading the one that breaks the loading process.

Well, seems like I managed to open VR data for previously non-openable tracks. However, now I wondering what can be done out of that. Example - Rusty Springs, which throws exception for unrecognized format, contains simhts, speedsr/f and col file. I added that all into Hometown dir, which have much more blocks than rusty springs and bingo - VR data and track is opened.

Well, so far this approach lets me to do some visual stuff (like recalc of lightning on the track using RayTracer), but for the virtual road I still have to move backup files over again. Pretty much seems like these old converts have some issues regarding all the stuff in all related files like speedsf, speedsr, col and simhts it appears. So I guess editing these old converts in terms of VR is not that easy. Also, while using some COL without actual replacement with backup leads to interesting behavior, where actual collision of track objects and road for the player car differs completely - thus you can end up driving in void areas. So as of now, editing of these non-openable tracks is kinda limited.

By the way, in regards to the current version, for example, Version 4.4.0 (428), some of the old HP tracks, like this one: https://www.nfsaddons.com/downloads/nfshp/tracks/5631/monolithic-studios.html
Are reported as unrecognized file format, and couldn't be opened in T3ED. Also, these doesn't work as addon HP tracks either (from number 10 and up), only as a replacements. After some checking it appears that COL files are the core problem - replacing it with some working ones allowed to open track in T3ED, however, only structure I found is related to II. Maybe somebody had a similar problem while trying to open them and have a solution for it?

Updated again. This time with the addresses handling track menu listing, and with example (note that it's works for '23 sep version of VEG's patch, on other versions, 13e23d and 13e25d ranges might be already filled with some data - so check before doing so). Also, no need to use 0x4b6bf and setting it to 09 instead of 08, since it was a quick hack in order to overlap existing limitation and might be considered as a logic cheat.

Example of usage to create entries for range 00-0e (total 15) below:

Yes, I did. Me and rata_536 managed to get some old tracks to run as addon ones. So far tests were successful with North Country, Mystic Peaks, Autumn Valley, Rusty Springs, Test Runway (AJ_Lethal's) and Proving Grounds. However, one of the limitation seems to have something to do with the conversion of the track itself. For example, Mediterraneo from GB does work as replacement but doesn't as addon, and while checking, I noticed it couldn't be opened with T3ED either. So I assume there must be some incorrect info in FRD likely, which prevents it from being loaded as addon. But other than that, for now it's possible even to play HP mode as either racer or cop. There are some still unanswered questions exists, but definitely you can have more tracks than stock 9 :D Also, there are no tracks of some limit that couldn't be changed, so theoretically we're only limited by 1 byte, or 255. But considering not that much of tracks existing, I guess it's gonna take a long way to check :D

A small update. Mostly related to adding new tracks to the game - so you don't have to replace the original ones. Still there are some limitations exists, but overall addon tracks can work now.

Well, since there are some not so well known things exists regarding NFS:HP, I'd thought it would be useful to start such a topic with listing of some useful addresses that can be referred for some modding. Some of these were double-verified within the tests with rata_536, some of these weren't.
With this document it's already possible to:
- Enable headlights lightning on daytime races,
- Increase list of vehicles available with goxx command,
- Redefine serial number for Knockout vehicle,
- Expand total amount of vehicles up to 50+45+45=140 - and actually be able to drive EACH ONE OF THEM (via GO for the 90 of them though),
- Redefine traffic lists on most of the tracks,
- Enable fellow officers when playing as police in HP mode,
- Extend amount of vehicles during the races.

General NFS / Lost NFSHP2 car mods

Hey folks, didn't found such a topic yet, so maybe I should start.
With recent outage of NFSCars I'd found that for some reason I don't seem to have some interesting mods for HP2, so maybe anyone here can share - I'm pretty sure I'm not the one who might miss them in current collection state.
Namely, Pedro_Boticas conversions from TOCA (Aston Martin, Jaguar, Vette C2 to name a few) and Robin7t4 with his 70's collection.

For me it appears that FEDATA format for 3 is not quite clear even now. My recent example was when I was trying to get showcases working for official EA cars AFTER putting them into carmodel directory. Once I'd replaced FEDATA's with some standard cars ones, I was able to get showcases up and running for each, including 456, Lister, Spectre and so on. Maybe somebody here might have detailed fedata format description, but I figured that by experiment :D

Moreover, 456 and Spectre both appears on grid for me.

Also, recently I found that Radu-Christian had made MB Turismo for HS. Yet never found it, just conversions for HP and some later games. Is it still around somewhere? Reason why I'm asking is to try it as EBUS replacement with Veg's patch.

Suddenly whole research through the topic led to the personal pack which includes all mentioned cars above, not to mention a lot of tracks. So as for now, it seems like whole NFSHS almost covered by great replacements by lot of authors. Only completely missing things now are MHRT Commodore and Bonus Nissan Skyline from PC and PSX versions accordingly.
As for the other cars, there are still some cases (like AMDB7 Vantage and Formula WS6) which are not 100% representations of vanilla HS cars in my cars list.
So, does anyone tried to update/create HS packs with suitable vanilla replacements recently? Wondering how does it looks from others side.

Some cars might include PC/PSX only status due to the differences between PC and PSX (f.e. Chevrolet Camaro T-Top on PSX vs. Chevrolet Camaro Convertible on PC).

@noise, never heard that Buck Murdoc had anything except for that Cadillac of his, but eh, that Gremlin looks even better! Can you drop it somewhere?
