General NFS / NFS Carbon NFSC Rain Always

And a happy-happy new year to all.I always have fun playing NFS Carbon NFSC because of it's advanced/customized arcade/sim-like drifting other than any nfs title. Free roam, tracks, rains and night driving experience also a wow factor. But all my gorgeous friends liked to shoot people (like most people) and racing is not their type.
My question is:
1. How to tweak to "always rain" in free roam and any race track?
2. Heavy rain?
3. Moderate rain?
Is this really possible? If not can someone made a "always rain mod" for free. I believe it also a wow factor like night driving. If still not possible can you ask the developer to create something like this for NFSC.
