After Hot Pursuit 2, what NFS games are similar to Hot Pursuit, High Stakes, and Hot Pursuit 2?
Ones with individual tracks, not one big map/world that you race different routes (like Underground and Most Wanted).
Just trying to figure out which game to try next.

You mean a game, where you choose the game mode, the track and the car and you are good to go? No stupid storyline and no open world where every place looks the same?!?
It´s easy as that: There has never been a NFS game like that anymore! Sorry :/
If you don´t mind having no choice which track comes next... than I would (probably) recomment "The Run". Too bad that you are done with that game after two hours. For me the NFS saga ended like StarWars: after part 6 what is "Hot Pursuit 2"
They don't exist. What I liked about older need for speed games, NFS2-4 in particular, was they weren't afraid to have outlandish/surreal tracks for racing. These days if you want that you're not going to get licensed cars like in the 90s. Manufacturers like ferrari or porsche want their vehicles to be presented in a beautiful and realistic fashion. Because of that, game developers are going where the money is which means making settings that are realistic.
Game developers could make racing games that use their own proprietary set of cars but there's no money in it. Look at the burnout series for example. The last genuine burnout game was in 2011.
Because of licensing, and what game developers are incentivized to create, we're never going to get racing games like we had in the 90s ever again. It's pretty much entirely up to modders to recreate that feeling we miss.
I like TDU 1 and 2, still they lack a number of nfs things: dynamic chases, visual tuning etc. These ones are more about test driving. Maybe you will like.
