This is a weird one which has bugged me over the years but it finally showed its true face to me.
I cannot get the tires to smoke at the start of the race or any other time for the following cars. I tested multiple tracks, different car class, does not matter if ea on-add or original from box, and different tuning settings did not matter.

I do get tire smoke from the following cars.
355 does it
98 indy pace does it
el nino does it
550 does it

Im on windows 10 - 64bit. My NFS III current setup is straight from an original CD with in-game graphics settings to the max the game originally allows, with nfs3_modern_patch v1.6.1, using nglide 2.10 (all default settings) and ea add-on cars from the old EA FTP site.
My previous builds using a windows XP pro with NFS III gave me similar results (failed to produce smoke), but I did not figure out what was the root of the problem until tonight (or at least the way it appears)
Do others get tire smoke from the cars I listed above that do not produce smoke for me?

This is now resolved.
something controls the tire smoke, or was corrupt in the file Need For Speed III Hot Pursuit\fedata\stats\carspecs\player1.spc
when I rebuild a computer and reinstall my NFS III player files, I restore the following.
config.dat from fedata\config
player1.spc from fedata\stats\carspecs
records.dat from fedata\stats
replays from FeData\save
In short, I did a restore of each file separately from the CD and separately tested each file that was replaced until I got the smoke back.
Not sure what the file player1.spc does, but once replace using an original file from the cd, all cars now make smoke from the tires.
Hope this helps others with tire smoke problems if they have this unique problem.
update:
looks like the file player1.spc in Need For Speed III Hot Pursuit\fedata\stats\carspecs
controls your car tuning
when I put on race tires to 100%, i get no smoke, if your tires are anything less than 100% for racing tires, they generate smoke. very interesting.
want smoke from your tires, set them to a max of 60% racing setup on your car tuning.
