No need to make a new one, there are already quite a few CHP patrol cars and I think a CV. Here's what I've found:
Patrol Car 1 (FCVPI) (http://www.nfsaddons.com/nfshs/cars/!Pursuit+Cars/756/)

Anyway, I'll try to take a low poly one and make it into a traffic car if I can. Maybe I'll render-down the first suggestion and make it a traffic car? but tthen we can't redistribute it fyi

The CVPI FM refers to as patrol 1 looks nice. I have it and I want to use it as traffic replacement but its too high poly. :((

Err... now it's up to me, huh? ;)
That's okay I'll see what I can do. Alright, so a 1998+ traffic CVPI. Hmm... I could probably take a low poly '98 CVPI and re-texture it. I'll see what I can make happen for ya :p

@ Empire City Cop (ECC): Yes, I"m hoping it will still be California. But why not use XJ220's? Oh right, it's not low detail enough for traffic. Nevermind ;)

@ Code 4: Thanks, that's a great idea. So it's okay that I send your CVPI's to ECC?

I was working on some basic modding tutorials on my forums, but haven't got around to publishing them for a while. I recommend this site for all your mod tutorial needs at the moment :p
